This is a very rare fossil association. It is a Bird Feather and MANY Mosquitoes from the Green River Formation. Occasionally, complete insects were fossilized in the Green River Formation. But a swarn of Mosquitoes like this is extremely unusual. The feather is also quite distinct and has extremely fine detail preserved.  The fossils are well showcased on the large plate of shale that also has a Mimosites leaf, a cricket, and other insects preserved on the plate. This is a very rare association of two different airborne animals from the Eocene.
