This is an unusual fossil crinoid. It is a distinct Dendrocrinus from Middleport, New York. This type has a HUGE anal sac that is very reminiscent of an ear of corn. It also has small, branching arms. This specimen even has some stem intact. It is a very good example of this weird type of crinoid.
